    The four departments of Shandong Province issued a notice on Further Strengthening the management of fly ash from domestic waste incineration. The notice requires to prevent secondary pollution caused by the process of storage, transfer and disposal, prohibit the mixing of fly ash into domestic waste for landfill, and promote the development of technology for collaborative disposal of fly ash by industrial kilns.     Notice on Further Strengthening the management of fly ash from domestic waste incineration

    Municipal Urban Administration, development and Reform Commission, ecological environment bureau, Transportation Bureau, housing and urban rural development (Administration) bureau of Dongying and Weihai:

    Fly ash is an inevitable by-product in the process of domestic waste incineration and belongs to hazardous waste. At present, there are great environmental hazards in fly ash treatment. In order to further strengthen the management of domestic waste incineration fly ash and prevent secondary pollution caused by storage, transfer and disposal, the relevant requirements for strengthening the management of domestic waste incineration fly ash in our province are notified as follows:

    1、 Strictly manage the collection, storage and transportation of fly ash

    The collection, storage and transportation of fly ash shall strictly comply with the technical code for collection, storage and transportation of hazardous waste (hj2025-2012), pollution control standard for hazardous waste storage (gb18597) and technical code for pollution control of fly ash from domestic waste incineration (Trial) (hj1134-2020). At the same time, appropriate treatment technology shall be selected according to the requirements of subsequent utilization or disposal methods for fly ash pollution control. The fly ash collection and transportation pipeline, container and pretreatment equipment shall be kept closed to prevent the fly ash from absorbing moisture and blocking the pipe. Fly ash storage facilities shall be provided with measures against dust, rain and seepage (leakage). During the storage and transportation of fly ash, it shall be packaged or placed in sealed containers, or transported in bulk by closed tank truck. Record and archive the management account of fly ash in and out of the plant and leaching toxicity test.

    2、 Promote the construction of fly ash disposal facilities

    All cities shall carefully verify the disposal destination of domestic waste incineration fly ash within their jurisdiction, and reasonably plan the construction of fly ash disposal facilities according to the long-term operation needs of incineration facilities in accordance with relevant reply documents, specifications and standards, operation data, etc. Strictly implement the opinions on strengthening the construction and management of hazardous waste disposal facilities (LHF [2019] No. 113), and uniformly plan and centrally build fly ash disposal facilities. Support cross regional and cross departmental cooperation, plan and share fly ash disposal, and coordinate and solve the difficulties and problems encountered in the construction and use of fly ash disposal facilities by establishing a cross regional ecological compensation system. Encourage social and private capital to participate in investment, construction and operation of domestic waste incineration fly ash disposal facilities. The construction and operation of fly ash disposal facilities shall apply for a hazardous waste business license according to law, scientifically determine the disposal process, and ensure that fly ash treatment does not cause secondary pollution.

    3、 Entrust the disposal of fly ash in a market-oriented manner

    The disposal of domestic waste incineration fly ash must meet the requirements of hazardous waste management. After sealed packaging, untreated fly ash can enter the rigid hazardous waste landfill meeting the requirements of pollution control standard for hazardous waste landfill (gb18598). If the fly ash treatment products meet the entry requirements of gb18598, they can enter the flexible hazardous waste landfill for landfill. All cities shall encourage domestic waste incineration enterprises within their jurisdiction to sign transportation and disposal contracts with hazardous waste transportation and disposal units with business licenses through market-oriented methods, standardize the collection, storage, transportation and disposal of fly ash, and ensure that the whole process of fly ash treatment meets the provisions on hazardous waste management. Domestic waste incineration enterprises shall, in accordance with the relevant provisions of the state, formulate hazardous waste management plans, establish hazardous waste management accounts, truthfully record relevant information, and report the types, production, flow direction, storage and disposal of hazardous waste to the local competent department of ecological environment through the information intelligent supervision system of solid waste and hazardous chemicals in Shandong Province. For the transfer of fly ash, the electronic copy of hazardous waste shall be operated.

    4、 Strict disposal of fly ash in domestic waste landfill

    If the fly ash treatment products meet the admission requirements of the standard for pollution control of domestic waste landfill (gb16889-2008), they can enter the domestic waste landfill for regional landfill and be tested regularly as required. For those treated by chemical agent stabilization method, the quality and sufficient use management of chelating (stabilizing / curing) agent shall be paid attention to and standardized, so as to ensure that the pollutant detection of the treated products after landfill meets the standard for a long time. The fly ash treatment products entering the landfill area shall be sealed, packaged or molded. The domestic waste landfill site shall not accept the fly ash that has not been treated or cannot meet the requirements of relevant standards, and it is prohibited to mix the fly ash into the domestic waste for landfill. It is necessary to strengthen the construction of waterproof and anti leakage facilities in the fly ash landfill area of domestic waste landfill. Explore and promote qualified fly ash hazardous waste exemption management.

    5、 Encourage the resource utilization of fly ash

    Encourage the research and development of new technologies for stabilization and resource utilization of incineration fly ash pretreatment. Encourage qualified areas to carry out the application of technologies such as fly ash melting treatment and deep well storage of fly ash, promote the development of fly ash collaborative disposal technology in industrial kilns, explore the application of technologies such as sintering ceramsite with pretreated fly ash and making concrete as admixture, and encourage the development and application of heavy metal separation and recovery technology in fly ash. For the resource technology with engineering transformation application, encourage the construction and use of fly ash resource utilization facilities meeting environmental protection requirements, save landfill space and promote sustainable development.

    6、 Strengthen departmental collaborative supervision

    All municipal development and reform commissions, urban management (housing and Urban-Rural Construction), ecological environment, transportation and other departments shall establish a coordinated promotion mechanism, strengthen organization and leadership and improve promotion measures. Intensify the crackdown on illegal disposal of fly ash. The development and reform department shall support the establishment of fly ash disposal project and the acquisition of superior support funds. The urban management (housing and urban rural construction) department shall improve the construction, operation and management level of domestic waste incineration treatment facilities, and strengthen the management of fly ash landfilled in different areas of landfill site in strict accordance with the requirements of relevant laws, regulations, standards and specifications for ecological environment protection. The ecological environment department shall strengthen the environmental supervision of domestic waste incineration treatment facilities (including fly ash pretreatment facilities) and fly ash storage, transportation and disposal. The transportation department shall strengthen the supervision of fly ash transportation in accordance with the requirements of the provisions on the administration of road transport of dangerous goods.
